necessary（必要な・避けられない）+ -ly（副詞を作る）。字義は「必ず・必然的に」だが、実際の英語では圧倒的に否定と組んで使う語である。

not necessarily は「必ずしも〜とは限らない」という部分否定。That's not necessarily true.（それが正しいとは限らない）が代表例で、全否定ではなく「例外がある」と言っている点が要。和訳でも「必ずしも」を落とさないこと。

肯定で使うのは Rising costs do not necessarily mean higher prices. のような対比か、論文調の「必然的に」。関連語は necessary・necessity で、綴りは c が一つ・s が二つ（ne-ces-sary）と覚える。
