bagpipes（バグパイプ）+ -er（それを扱う人）。バグパイプ奏者のこと。
楽器の名自体が bag（空気をためる袋）+ pipe（笛） で、奏者は袋に息をため、腕で押しながら管へ風を送り続ける。息継ぎの間も音が途切れないのはこの袋のおかげで、「袋つきの笛を吹く人」という名前がそのまま仕組みの説明になっている。
補足: 楽器は複数形の bagpipes で扱うのが普通（play the bagpipes）。スコットランドの Great Highland bagpipe がとくに有名。
