re-（再び）+ shape（形）で「形を作り直す」。
shape は *(s)kep-（切る）にさかのぼり、切り出して形を与えるという作りになっている。
物の形だけでなく、制度・業界・考え方を作り変える比喩でもよく使い、reshape the industry（業界の姿を変える）のような言い方になる。似た語の transform が中身ごと変えるのに対し、reshape は輪郭を組み直す感じ。
