short（短い）+ -ly（副詞を作る）からなる。shortly の「間もなく」は、出来事までの時間が短いことを表す。The train will arrive shortly. は「列車は間もなく到着する」で、待ち時間があまりない場面になる。
shortly after lunch は「昼食の少し後」、shortly before noon は「正午の少し前」。shortly が時間の隔たりを短くすると考えると、after や before ともつなげて読める。単独なら現在などを基準に「間もなく」、前後を示す語と一緒ならその出来事との間隔に注目しよう。
