shortage は short（長さ・高さ・時間が短い）+ -age（状態・結果・集合を表す名詞語尾）。short の背後には *(s)ker-（切り離す）というイメージがあり、長いものの端を切り取って短くする感覚から「十分な長さ・量に達していない」という意味につながる。
そこから shortage は、必要な量から切り離されて足りない状態、つまり「不足」を表す。shortfall（不足分）・shortcoming（欠点、不十分な点）も同じ発想で、short を見たら「基準まで届かない」、-age を見たら「その状態」と読むとよい。
