withhold は with-（元へ・逆らって）+ hold（保つ）で、「渡さずにおく・差し控える」。相手へ渡すものを手元に留める動詞で、情報、支払い、承認などに使う。ここでの with- は、日常の前置詞 with「〜と一緒に」とは違う古い意味を残している。
withhold information は「情報を伏せる」、withhold approval は「承認を与えずにおく」。差し出しかけたものを手元に留める姿を記憶の手掛かりにしよう。過去形・過去分詞は withheld で、hold → held と同じ変化が後半に現れる。何を出さないのかは目的語で読み取れる。
