regulation は regulate（規制する・調整する）+ -ion（行為・結果・状態を表す名詞語尾）からできている。regulate の背景にある印欧祖語 *h₃reǵ-（まっすぐにする）は、乱れたものを正しい方向へ整えるイメージを持つ。
そのため regulate は、物事を一定の線に沿わせる「調整する」から、ルールによって行動を整える「規制する」へ発展した。regulation はその行為や仕組み、結果としての「規定・規制」を表す。regulate は『まっすぐ整える』、regulation は『整えるための規則』と覚えるとよい。
