ラテン語 exeō（出て行く）＝ ex-（外へ）+ eō（行く）。eō は印欧祖語 *h₁ey-（行く） で、issue の中心にあるのは「内から外へ出てくること」である。
出てくるものが刊行物なら「発行・号」（the latest issue）、体からなら医学の「排出」、議論や状況から出てくるものが「問題・論点」になる。日本語では別語に見える「発行する」と「問題」が一語なのは、どちらも「表に出てくるもの」だからである。
have issues with ~ は「〜に引っかかりがある」、at issue は「争点になっている」。*h₁ey- は exit（出口）・transit（通り抜け）・initial（中へ入る→最初の）と同族で、it／i を見たら「行く」と読める。
